Libyan government declares ceasefire (UPDATE)

Libyan Foreign Minister Moussa Kusa on Friday announced an immediate ceasefire on all military operations against rebels after the UN Security Council passed a resolution imposing a no-fly zone over the country, DPA reported.

"We also express great sadness towards imposing a no-fly zone over Libya, including civil aviation," Kusa told a press briefing in the capital, Tripoli. He said Libya was open to a dialogue with opposition forces.

After weeks of discussion, the UN Security Council late Thursday banned flights in Libya's airspace and authorized "all necessary means" to implement the ban.

The UN move and the support of Arab governments for the measure provided the two key conditions asked for by NATO before it would enter the fray against Moamer Gaddafi's forces.

In an unusual action, the council authorized not only organizations but also individual countries working together to use "all necessary means" to take action to end Gaddafi's military crackdown on civilian protesters.

The council voted 10-0 to authorize the measure. China, Brazil, India, Germany and Russia abstained.
