Ukraine, Kiev, 17 may / Trend corr. Z.Novosvitski / Mikhail Pogrebinski, Ukrainian expert, considers that accepting the Bill on the Cabinet of Ministers Yulia Timoshenko, Ukrainian Prime Minister, agreed with the norms which cut the government power.
On 16 May, the Ukrainian Parliament passed a new version of the Bill on 'Cabinet of Ministers of Ukraine', which enables President to cancel Prime Minister's candidature.
The Bill defines that the Cabinet is the supreme body, which carries out executive power through ministries and other central executive power bodies and local state administrations. Cabinet is responsible before President and Parliament.
"I do not understand why Timoshenko accepted the Bill and agreed with many issues, which violate the Constitution. It is possible that Timoshenko believes that somebody would submit the Bill to Constitutional Court and court will cancel it," Pogrebenski, Director of the Political Analysis Centre of Ukraine, stated to Trend .
In its turn, Vadim, Karasev, Director of the Global Strategy Institute, believes that by passing the Bill on 'Cabinet of Ministers' by the Supreme Rada creates prerequisite to deploy the situation around the Ukrainian State Property Fund.
"Acceptance of the Bill on 'Cabinet of Ministers' shows that the work by the Supreme Court and coalition was deployed. Secondly, the Bill is a certain way out of the situation occurred in the Parliament, coalition and relations between the President and Prime Minister. The Bill gives a chance that other issues including the State Property Fund should be deployed as well," Karasev said to Trend .
"The Bloc Yulia Timoshenko 'Our Ukraine- Popular Self Defence' and Latvin's Bloc voted for the Bill on 16 May. The Regions party and Communistic party of Ukraine restrained from voting.
