Azerbaijani Education Minister Misir Mardanov said having law enforcement agencies protect all educational institutions would be an unreal task.
"Azerbaijan has over 7,000 educational institutions. Providing security to all these institutions would be unreal, requiring large funds. Universities need to organize and arrange protection through their own finances," Mardanov said.
Earlier, the Education Ministry received a letter signed from Deputy Prosecutor General Rustam Usubov regarding an investigation into the armed attack at the Azerbaijani State Oil Academy last year that resulted in the deaths of numerous students.
The gunman, Farda Gadirov, attacked the academy April 30. He entered the academy walked up the stairs five floors, shooting everyone he met along the way. Twelve were killed and 13 wounded.
Four people were arrested. The trial is underway.
After receiving the letter, Mardanov said the ministry will review security at educational institutions and issue a reply in the nearest future, Mardanov said.
As there was no security in the academy's second building where the accident occurred, the criminals were able to enter the building freely.
