TASHKENT, Uzbekistan, August 13. Uzbekistan has approved a draft law "On Railway Transport," designed to regulate the railway sector countrywide, Trend reports.
According to the Uzbek Parliament, the proposed legislation aims to foster a competitive environment, attract private investment, and break up monopolies in the railway industry. It outlines the rights and responsibilities of carriers and operators of wagons and containers.
The draft law also emphasizes the advancement of passenger rail services. It sets the groundwork for public-private partnerships, encourages investment, and promotes private sector involvement in providing high-quality passenger services. This approach will facilitate railway projects based on public-private partnerships.
Furthermore, the draft law includes provisions for supporting citizens in need of social protection. It introduces discounted train travel for eligible individuals and allows people with disabilities to purchase tickets online with special benefits, removing the need to visit ticket offices for discounts.
While the infrastructure for public rail transport will remain under state control, stations and wagons will be handed over to private partners for construction, modernization, and management through public-private partnership agreements.
The draft law has been approved by MPs in its first reading.
