Kazakh President, Nursultan Nazarbayev has supported the initiative by the Azerbaijani President on establishment of the TURKSOY Fund and proposed to establish the Turkish-speaking academy within its framework. Nazarbayev made this statement on Saturday, speaking at the IX Summit of Heads of Turkish-speaking countries in the Azerbaijani city of Nakhchivan, AzerTaj state news agency reported.
"As our dear brother Ilham Aliyev noted, I also fully support this - we need to create a fund under the TURKSOY organization. Within a given fund, it would also be advisable to establish the Turkish-speaking academy, which will investigate and study the language and culture of the Turkish-speaking peoples. This is our common task. If the Turkish-speaking states help, we believe that the Academy could be placed on the sacred land of the Turkish-speaking world - in Turkestan. It could be established in Astana. At present the Khoja Ahmed Yasevi University is doing much in this direction," said Nazarbayev.
Kazakhstan's President described the holding of the IX Summit of Heads of Turkish-speaking countries in Nakhchivan as its main feature. Noting that a unique person - Heydar Aliyev and Mustafa Kemal Ataturk dreamed of the unity of Turkish peoples, he stressed that Kazakhstan is also in favor of the embodiment of that idea. Therefore, in accordance with the influence of time, political relations among the Turkish states must enter a new phase.
President Nazarbayev noted the need for deep study of the history and culture of Turkish peoples.
"Culture of the Turkish Peoples is like a great ocean, which has not yet been studied. We believe that the history of peoples of the Turkish-speaking states should now be studied more thoroughly.
Our ancestors have ruled on the broad plains of the Mediterranean Sea to the Altai, they left us a great value. We believe that they have left us a tent, bow, arrows and the similar very important cultural values. We believe that it is high time to popularize them for the entire world community," he said.
President Nazarbayev expressed confidence that the Turkish States must work closely with the OSCE, OIC and other international organizations, serving as a bridge between Central Asia and Europe.
"We believe that we must seize the initiative under the TURKSOYand participate more actively in regional affairs. We need to play the role of a very important bridge between Central Asia and Europe. We should also work closely with the OSCE, the Organization for Economic Development, the Organization of Islamic Conference and many other organizations, including the Conference on Interaction and Confidence-Building Measures in Asia, and speak with one voice. Starting next year, we will share the chairmanship at the organization to fraternal the Republic of Turkey. In this context, we are generally willing to provide support on all the raised issues. We believe that we need to further strengthen our partnership in the Asian and European structures," said the Kazakh President.
President Nazarbayev said that the cooperation of Turkish-speaking countries is not directed against third countries.
"It is expected that during the presidency of the OSCE in 2010 and the Organization of Islamic Conference in 2011, Kazakhstan will put forward a number of new initiatives. In particular, it should be emphasized that our unity, based on close relations with the Turkish states, will not be directed against the third countries," he said.
Nazarbayev highlighted the need for global disarmament, noting the important role of his country in this process.
"We need to wage a common struggle against threats, and today it is clear that there are threats to global stability. At the international level, there have been some problems in the field of global disarmament, nonproliferation of weapons of mass destruction. By greatly contributing to the disarmament of the former Soviet Union, Kazakhstan has the right to demand more active intervention in this field," said the Kazakh President.
The Kazakh President turned his attention to the Nagorno-Karabakh conflict, promising support for its peaceful settlement.
"Since that time, stability has been broken in the Caucasus. We share the suffering of the brotherly people of Azerbaijan. We believe that the conflict between Armenia and Azerbaijan should be settled exclusively by peaceful means. We will continue to provide support in this matter," he said.
Concluding the speech, the President of Kazakhstan has expressed confidence that the agreements reached at the summit will become a very important event in the participating countries and an important outcome for the Turkish peoples.
