ASTANA, Kazakhstan, November 20. The energy ministries of Tajikistan and Kazakhstan have prepared a draft agreement for electricity deliveries from Tajikistan’s Rogun HPP (Hydroelectric Power Station) to Kazakhstan, Trend reports.

The agreement will be valid for 20 years, with the option to extend it for another 10 years after the expiration. The document specifies that the price of electricity supplied from the Rogun HPP will be $0.034 per kWh.

The agreement also includes a provision for Kazakhstan to pay for electricity transit to the Tajik-Kazakh border. Starting from the second year of supply, an adjustment in electricity prices may be possible.

Kazakhstan has significantly increased its electricity imports, reaching a record high. In 2023, imports totaled 18.3 billion kWh—almost five times more than in 2022. As a result, Kazakhstan’s electricity import has surpassed its export by seven times, reducing the country's energy independence. From January to December 2023, imports made up 14.2 percent of Kazakhstan’s total energy consumption, up from just 3.2 percent in the previous year.
