TASHKENT, Uzbekistan, March 19. The Ministry of Economy and Finance of Uzbekistan, the Ministry of Energy of Uzbekistan, and Expertise France signed a memorandum of understanding (MoU) in the fields of energy policy and climate support, Trend reports.

The document was signed at a high-level meeting between the Ministry of Economy and Finance of Uzbekistan and Expertise France.

The MoU is a part of the energy climate policy-based loan, which is financed by the French Development Agency (AFD) and the Asian Development Bank (ADB). AFD has granted 1.5 million euros to Expertise France to manage technical assistance, supporting Uzbekistan’s energy policy reforms and advancing its sustainable development initiatives.

Furthermore, the main goal of the MoU is to support Uzbekistan in enhancing energy efficiency, decarbonizing its energy sector, and attracting private investment to create a sustainable and resilient energy system. The agreement reflects both countries' commitment to accelerating green economy reforms, modernizing Uzbekistan’s economy to meet international standards, and connecting cities through efficient transport networks.

During the convening, the parties also deliberated on multiple critical domains of collaboration. The initiatives encompassed the advancement of the green economy policy loan framework and the Green Economy Technical Assistance Program (GETAP), the formulation of a greenhouse gas emissions monitoring system, the implementation of green budgeting strategies, and the establishment of green taxation mechanisms.

Furthermore, the dialogues encompassed the incremental abatement of hydrocarbon fiscal incentives, the advancement of eco-centric urban development initiatives, and the operationalization of Environmental, Social, and Governance (ESG) frameworks within public procurement processes.

The parties conducted a comprehensive analysis of a synergistic framework for a €100 million financial and technical assistance initiative slated for the 2025–2026 fiscal period.

Upon conclusion of the negotiations, the stakeholders reached a consensus to amplify their synergistic efforts, augment the operational scope of the French Development Agency and Expertise France, and fortify both technical and financial competencies in alignment with Uzbekistan’s sustainable economic initiatives.

Expertise France serves as the premier entity for public international cooperation, embodying the strategic framework for diplomatic engagement and multilateral collaboration. It orchestrates and operationalizes initiatives that seek to enhance the equitable advancement of collaborating nations, in alignment with the Sustainable Development Goals (SDGs) delineated in the 2030 Agenda and the strategic imperatives of France’s international engagement.
