ASTANA, Kazakhstan, January 22. As part of amendments regarding the determination of the country of origin of goods, deputies of the Majilis (the lower house of the Parliament of the Republic of Kazakhstan) proposed new obligations for entities in the quasi-governmental sector, natural monopolies, and mineral extractors involved in the extraction of solid minerals, Trend reports via Kazakhstan’s Majilis.
“It is proposed to add conditions to the licensing of mineral extractors for solid minerals by requiring the implementation of programs to develop domestic value, as well as procedures for planning and concluding contracts aimed at developing industry. These companies will be required to post their procurement needs for various goods on an information system,” the Majilis said.
The meeting also highlighted that through this mechanism, small and medium-sized enterprises wishing to supply goods to companies in the quasi-governmental sector, natural monopolies, and mineral extractors will be able to prioritize their participation in procurement procedures.
Additionally, requirements will apply to all existing contracts and licenses for the extraction of solid minerals, regardless of the date of signing.
