Iran's Foreign Minister Ali Akbar Salehi says Moscow's "step-by-step" nuclear proposal is being reviewed, stressing that the plan should culminate in a "win-win" solution, Press TV reported.

"The details of the plan call for expert review and Iranian experts are currently studying the proposal," IRNA reported Salehi as saying Sunday.

The senior Iranian diplomat further said that Russian experts will be notified of the "positive and negative segments" of the proposal and "eventually the plan presented must satisfy both parties."

"We're under no obligation to provide a 'yes' or a 'no' response to every tabled bid; because such proposals might demand alteration and we will offer our viewpoints," he said.

On July 13, Russian Foreign Minister Sergei Lavrov proposed a new "step-by-step" approach toward Iran's nuclear program that would enable Iran to take steps to address questions raised by the International Atomic Energy Agency (IAEA).

Under the proposed plan, Iran would revive negotiations to alleviate individual concerns of the IAEA about its nuclear activities and be rewarded along the way with the partial removal of sanctions.

According to the Russian official, the approach would start out with the easiest questions and move onto more complicated ones that would require a longer time to respond to.
