Due to the recent appeals from two detainees of the Bayil Pre-Trial Isolator, Garib Mammadov and Azer Javadov, which were received by the Azerbaijan Committee against Tortures, Elchin Behbudov, Chairman of the Committee has visited the pre-trial isolator with regular monitoring, Trend reports
According to the Chairman of the Committee, he witnessed Mr. Mammadov with his mouth sealed. He had been protesting for 24 days against self-governance and arbitrariness of the law enforcement bodies.
Mr. Mammadov, born in 1974, is charged with robbery (Article 180 of the Criminal Code of Azerbaijan Republic). He was arrested by officers of police station 19 of Nasimi District of Baku City. The arrested person stated that immediately he was arrested, he was forced to admit to a crime which he had not committed. He was then taken to the police station where he was beaten and forced to admit once again to the crime. In addition, Mr. Mammadov complained about the incorrect investigation procedure and violations permitted by investigator Rovshn Aliyev, Mr. Behbudov said.
During the hunger strike, Chief of the Bayil pre-Trial Isolator, Misir Aliyev, together with physicians, had observed and examined the health of the detainee.
