Kyrgyzstan breaks down allocations for energy sector development

BISHKEK, Kyrgyzstan, November 28. Kyrgyzstan's Ministry of Finance has allocated 93.9 billion soms (approximately $1.1 billion) for the development of the country's energy sector in 2024, Trend reports.

According to the ministry, this figure is 19.8 billion soms ($228.1 million) higher than initially approved in the state budget.

Key allocations include:

1 - A total of 11.3 billion soms ($130 million) has been allocated for activities related to the 2024 heating season. By the end of October, 8.9 billion soms ($102 million) had already been spent, with the majority directed toward subsidies for heating companies.

2 - A total of 55.8 billion soms ($643 million) has been allocated for the support of the "Electric Stations" and "National Electric Grid of Kyrgyzstan," companies with 55.3 billion soms ($637 million) already utilized.

3 - A targeted transfer of 1.6 billion soms ($18.5 million) has been allocated to the Bishkek City Municipality for repair work at the Bishkek Combined Heat and Power Plant (CHP).

4 - The energy sector has been allocated 12.6 billion soms ($145 million) in concessional loans, including:

- 2.4 billion soms ($27.6 million) for the preparation and construction of the Kambar-Ata 1 Hydropower Plant;

- 1.9 billion soms ($21.8 million) for the modernization of Kyrgyz Petroleum Company;

- 9 billion soms ($103 million) for importing electricity and purchasing fuel for the first quarter of 2024.

These loans are provided under favorable terms: 1 percent annual interest for up to 10 years, with a three-year grace period.

5 - For state investments in the current year, 8.1 billion soms ($93 million) was initially approved, while the revised budget has increased to 8.9 billion soms ($102 million).

6 - 10 million soms ($115,207) have been allocated for the implementation of the country's gas supply program in 2024.

7- The Ministry of Energy plans to spend 343.2 million soms ($3.9 million) on administrative costs, with 204.1 million soms ($2.3 million) already utilized by October.

Meanwhile, Kyrgyzstan's electricity production totaled 10.943 billion kWh in January–October 2024, a decrease of 1.4 percent compared to the same period last year, according to the country's state statistical committee.
