Kazakhstan to provide 90% of public services online

Kazakhstan will increase the number of public services available online to 80 percent by the end of this year (580 out of 723 public services), Kazakhstan’s Minister of Digital Development, Innovation and Aerospace Industry Askar Zhumagaliyev said, Trend reports with reference to the press office of Kazakhstan’s prime minister.

According to Zhumagaliyev, currently, e-government is a key access point to public services; it is used by over 10 million citizens. Advanced solutions from UK, Estonia, Singapore, US and other technologically developed countries are actively being introduced for its development.

As the minister noted, for the effective implementation of advanced technologies, in agreement with Elbasy, the First President, “digital” vice ministers were appointed in five ministries of healthcare, education, labor and social protection, digital development and the tax and customs service; in addition, digitalization offices were formed in central and local government bodies in 2018.

“The economic effect of the work carried out amounted to 218 billion tenge ($564.2 million) in 2018, and 305 billion tenge ($789.4 million) during nine months of 2019. Currently, there are plans to introduce three more digital vice ministers in the ministries of industry and infrastructure development, energy, and internal affairs,” Zhumagaliyev said.

He added that the interdepartmental commission on optimization of public services together with service providers analyzed 723 public services. According to the research results, 556 roadmaps have been approved and are being implemented.

“The implementation of roadmaps has already reduced paperwork by 70 million documents and gives an indirect economic effect of more than eight billion tenge ($20.7 million),” the minister said.

Furthermore, work will be completed by the end of this year to increase the number of electronic services to 80 percent (580 out of 723 public services), whereas in 2020, automation of 90 percent of public services will be completed.

Currently, 70.5 percent of public services are automated. By the end of the year, government agencies need to complete work on automatization of another 70 public services, Zhumagaliyev said.
