ASTANA, Kazakhstan, February 10. Kazakhstan is moving away from a super-presidential system toward a presidential republic featuring an authoritative and influential Parliament, President of Kazakhstan Kassym-Jomart Tokayev said at the Government Meeting, Trend reports via the press service of the Kazakh president.
The President emphasized that the provisions in the draft new Constitution provide a clear framework for the country’s political evolution, encapsulated in the concept of “Strong President – Influential Parliament – Accountable Government.” Tokayev further noted that these changes build upon recent reforms, including the 2022 constitutional amendments, and lay the groundwork for a comprehensive restructuring of the nation’s constitutional foundations.
“The proposed changes will redistribute powers, fortify the system of checks and balances, and, most crucially, improve the efficiency and stability of all political institutions. The principle ‘not a person for the state, but a state for the person’ is now more tangible than ever,” the President remarked.
He highlighted that the draft Constitution prioritizes the protection of human and civil rights, formalizes the independence of the legal profession through a dedicated article on advocacy, reaffirms the secular nature of the state with an emphasis on education, and codifies traditional values, including a definition of marriage as a voluntary and equal union between a man and a woman. Additionally, environmental protection is underscored as a critical priority.
According to Tokayev, to date, the Constitutional Commission has held ten meetings. Given the scale of proposed amendments, members agreed that a partial approach is insufficient, making the adoption of an entirely new Constitution necessary.
