ASTANA, Kazakhstan, April 12. Under the chairmanship of Deputy Prime Minister - Minister of National Economy of Kazakhstan, Serik Zhumangarin held a meeting of the operational headquarters to ensure economic growth of the country, which discussed investment projects of the country's largest energy and telecommunications operators - KEGOC, Kazakhtelecom, and Samruk-Energo, Trend reports.
''АО «KEGOC» is currently implementing two key projects - strengthening the electrical network in the Southern zone of Kazakhstan's Unified Energy System (UES) and integrating the Western zone with the UES. In 2025, it is planned to allocate 66.7 billion tenge (approximately $126.7 million) for these projects. The funds will be directed toward construction and installation works, procurement and supply of equipment, development of the project and estimate documentation, and other activities,'' the statement of the Prime Minister’s press office said.
According to Chairman of the Board of KEGOC, Nabi Aytjanov, 92 percent of the supply of materials and equipment is carried out by domestic producers, and the share of local content in the construction of substations reaches 64 percent. This signifies a significant contribution to the country's GDP from these projects.
“Strengthening the power supply to Astana, construction of a substation in Karaganda and a 500 kV power line from Astana to Karaganda, 500 kV power lines from Karaganda to Zhezkazgan, Kyzylorda, and Shymkent, as well as reinforcing the Western energy hub through the construction of 500 kV lines from Karabatan PS to Beineu PS to Mangystau PS, stretching 800 km,” the statement said.
The final phase will be a project to integrate the Western zone with Kazakhstan's UES, which is expected to be completed by 2035. This will loop the country’s power system, and in the future, create conditions for the implementation of an energy corridor from the Caucasus to Central Asia. The project involves the construction of a DC line "West-South." All projects are ahead of the planned implementation timelines.s

The construction of a data center in Astana is worth more than 14.2 billion tenge (approximately $26.9 million) - a key infrastructure element for artificial intelligence, e-government, and digital business.
The deployment of FTTH (Fiber to the Home) network, covering 88 cities and 128 rural settlements by 2028. The total budget is 45.3 billion tenge (approximately $86.2 million).
The expansion of the 5G network (the "Kcell" project) is worth 65 billion tenge (approximately $123.5 million). This project will lay the foundation for the introduction of IoT, telemedicine, and smart city concepts.
The construction of a new Fiber Optic Communication Line worth 175 billion tenge (approximately $332.5 million) by 2028, covering the connection of 1,500 rural schools, 2.1 million government institutions, and over 60,000 subscribers in rural Kazakhstan, the press office noted.
Samruk-Energo: Construction of Energy Infrastructure
“АО «Samruk-Energo» is implementing 32 investment projects, with 14 being the largest. The company is also considering projects for building infrastructure facilities in the Almaty region to develop the cities of Konaev, Alatau, and the surrounding agglomeration. Among the major projects already in progress are the modernization of the Almaty TPP-2, reconstruction of TPP-3 in the Almaty region, construction of thermal power plants in Kokshetau, Semei, Ust-Kamenogorsk, a power plant in Kyzylorda region, and a hydropower station in the Abai region, among others,” the press service summarized.
Following the meeting, the Vice Prime Minister instructed the Ministry of National Economy to prepare calculations for the GDP and investments in fixed capital from the projects of all three companies for 2025, along with proposals to increase these figures, considering the scale of the initiatives being implemented.
The audit of individual companies will also include an assessment of the economic efficiency of the National Welfare Fund Samruk-Kazyna in terms of its contribution to the country's economy.
