BAKU, Azerbaijan, July 20. The COP29 chairmanship informed at the presentation of the Action Plan which initiatives of Azerbaijan may be discussed during the upcoming 29th session of the Conference of the Parties to the UN Framework Convention on Climate Change in November, Trend reports.
The initiatives were announced by COP29 chief negotiator, Azerbaijani Deputy Foreign Minister Yalchin Rafiyev.
“In particular, we propose to create a partnership platform on reducing methane emissions from organic waste (ROW) and soil enrichment. The partnership will address global issues such as recycling food waste, ensuring sustainable urbanization, and assisting the agribusiness sector in soil enrichment. The partnership will be open for innovative initiatives,” Rafiyev said.
According to Rafiyev, Azerbaijan has also launched an initiative on clean hydrogen.
“The 29th session in Baku will discuss how the public and private sectors can unleash the potential of the global low-emission hydrogen consumption market. Guiding principles, priorities will be set, and steps to remove regulatory, technological, and financial barriers to the development of green hydrogen projects will be discussed,” Rafiyev said.
He emphasized that another initiative of Azerbaijan is a “Commitment to green energy storage”.
Rafiyev noted that energy storage capacity should be increased six times compared to the indicator of 2022 so that by 2030 the total energy storage capacity in the world would be 1,500 gigiwatts.
Furthermore, he stated that Azerbaijan will make such a proposal as green energy commitments at COP29.
“Countries that at COP29 endorse this initiative will commit to establishing clean energy corridors, zones and grids. This initiative will also help to establish the necessary regulatory and institutional framework and identify financing opportunities for the creation of green infrastructure,” the COP29 chief negotiator said.
He also pointed out that Azerbaijan has prepared an initiative such as “Climate Resilience: empowering farmers, villages and rural communities.”
“This initiative will serve as an aggregator bringing together different coalitions, communities, and partnerships during COP29 to share experiences and identify synergies and challenges. It is needed to facilitate joint efforts focused on increasing the efficiency of agriculture, food, and water linkages,” Rafiyev said.
In addition, “Investing in Human Capital, Health, Human Resources” is among Azerbaijan's initiatives, he noted.
“It is important to ensure investment in education, skills development, health care. It is important to incorporate the assessment of environmental literacy in the Program for International Student Assessment (PISA),” Rafiyev said.
He stated that Azerbaijan also considers it important to accelerate digitalization and application of “green technologies” (initiative “Digital Action Pathway. Green World”).
Besides, Azerbaijan will propose at COP29 the idea of a “Global Partnership for Enhanced Climate Action Tourism (GPECAT)”, the COP29 chief negotiator said.
“GPECAT aims to mitigate the trend of increasing global emissions from tourism development. There is a need for a paradigm shift in the development of global tourism policy,” Rafiyev emphasized.
He added that Azerbaijan has also prepared the Multisectoral Action Partnership (MAP) for Cities initiative, the implementation of which aims to expand global urban climate finance and global coherence for sustainable urban development.
“We are also initiating a 'Dialogue on Water and Climate'. Backed by a global goal on adaptation, the Dialogue will bring together governments, UN organizations, academia, and the private sector to work together on water-related climate change adaptation,” the chief negotiator of COP29 said.
