BISHKEK, Kyrgyzstan, April 8. The Ministry of Energy of Kyrgyzstan has put into public discussion proposal to increase tariffs for heat and hot water supply, effective from June 2025, Trend reports.

The new tariff policy includes a 25 percent annual increase for residential consumers with a total area of up to 80 square meters. The increase will continue annually, reaching 75 percent by June 2027, with the cost stabilizing at the level of production costs by 2028-2030.

For residential consumers with areas exceeding 80 square meters, as well as for industrial, budgetary, and other categories of consumers, tariffs will be set at the cost of production, starting from June 2025.

Currently, the tariff for heating stands at 1,560 soms ($17.9) per Gcal, while for hot water heating it is the same price per Gcal. The tariff for hot water is 108.07 soms ($1.24) per cubic meter based on meters or 518.74 soms ($5.97) per month per person under the standard rate.

The mid-term tariff policy on thermal energy and hot water supply for 2025-2030 was designed to address the sector’s financial gap. The analysis of technical and economic indicators for 2024 revealed a total income of 11.2 billion soms ($128.9 million), while costs amounted to 17.3 billion soms ($199.2 million), resulting in a deficit of 6.1 billion soms ($70.2 million). To cover the shortfall, subsidies of 4.3 billion soms ($49.5 million) were allocated for 2024.

In November 2023, tariffs for industrial, budgetary, and other consumers were raised to the cost price, while socially-oriented tariffs for the population were maintained.
