Lieberman not to harm Israeli-American cooperation

Despite tough position of Israeli Foreign Ministry Avigdor Lieberman can lead to problems in relations with the USA, experts said that the Israeli government will not allow it and continue talks with Palestinians even in case of unsuccessful ones.

"Netanyahou's government will do its best to avoid any early conflict with the American administration, since any conflict is not in Israel interests," the Al-Ayyam commentator Muhammad Yaghi wrote to Trend via email. .

Our house-Israel right Israeli party leader Lieberman called Arabic peaceful initiative as way to remove Israel on April 23. He considered that adoption of this armistice plan will be a blow on Israel's security, Jerusalem Post Israeli newspaper reported.    

Lieberman called return of Palestinian refuges to historic territories as the most problematic item of Arabic initiative. Lieberman's statements followed after support of Arabic initiative by U.S President Barack Obama calling it as good beginning for armistice. The initiative was designed by joint efforts of Arabic leaders.   

Arabic peaceful initiative was adopted in Beirut's summit in 2002. Upon the document, Arabic countries will restore relations with Israel if Palestinian and Syrian territories within boundaries of 1967 are released and independent Palestinian state with capital in Eastern Jerusalem is created. 

Three weeks ago Liberman state that Israel is not obliged to fulfill obligations adopted at the international conference in Annapolis in 2007.

Lieberman's words differ from position of Israel's Prime Minister Binyamin Netanyahu and Defence Minister, Laborites Party leader Ehud Barack standing for continuation of talks with Palestinians at the same terms.

Lieberman's comments are clearly embarrassing for Netanyahu in its relations with the U.S., which supports creation of the Palestinian state, Theodore Feifer analyst on Arab-Israeli conflict on the US' Institute for peace said

"President Obama will therefore likely be looking to Prime Minister Netanyahu to clarify for him what is the position of Israel on peace process issues," the former U.S. Special Envoy Advisor for Middle East Feifer wrote to Trend via e-mail.

The relationship between the USA and Israel wont' be harmed by the position of one israeli politician because it is going to be determined by the prime-minister," the Bar-Ilan University analyst for Israeli-American relations Eytan Gilboa told Trend over phone.

Lieberman and Netanyahu head different parties led and their position may not coincide, said Gilboa, given the fact that every Israeli government was a coalition. He did not rule out that this Israeli government is likely to be revised.

"Prime Minister feels difficult to determine a single line of the government. "I think that many Israelis are aware of the need to revise the system," Gilboa said. 

However, even the United States' pressure to Israel will not advance the Palestinian-Israeli negotiations, until the Israeli Government put forward a united position, experts said.

It is impossible to conclude a truce with the government of Israel, which opposes the creation of a Palestinian state, said Ziad Abu Amro, member of the Palestinian Legislative Council.

"I believe that the peace process is deadlocked. The United States still can not offer anything concrete to advance negotiations," former chairman of the Palestinian Assembly on Foreign Relations Abu Amro said to Trend over phone.

There is not favorable condition for progress on resolving the Israeli-Palestinian conflict. These unfavorable conditions include, but are not limited to, the views of the current Israeli government and its foreign minister, the Council on foreign relations researcher Stephen Biddle told Trend .

By rejecting an Arab peace initiative, Lieberman proposed a new plan together with the United States to replace the old arrangements, Jerusalem Post said.

Lieberman believes that the new document is needed, so that Israel will able to defend is security interests.

However, signing of a new document will be difficult, since Israel and U.S. must fulfill previous Palestinian- Israeli truce, said Abu Amro.

"The question is what can [the U.S.] to make in order to reach a truce. While the U.S. is making comments without taking any concrete steps," he said.

Netanyahou will accept to sit with Mahmoud Abbas to talk, but in reality he will focus during the meetings on security coordination and economy, Yaghi said.

During election campaign in February Netanyahu said about economic armistice with Palestinians till creation of independent state. He does not exclude that Netanyahu will use talks with Palestinians for a new war in the Gaza strip.

The last military actions of Israel in the Gaza strip began in the end of December 2008 and continued 22 days. Roughly 1,300 Palestinians injured during these military operation. Former government of Ehud Olmert called these military operations as fight against rocket fires of Hamas Palestinian group.
