Azerbaijan has built an effective model of state, and the main challenge facing the Republic is to activate its potential, Chief Editor of the Vestnik Kavkaza and Trend Expert Council member, Alexei Vlasov, said.

"Having been almost in all countries of the former Soviet Union in recent period, I understand that there is the concept of "effective" and "ineffective system". Currently the model built by Azerbaijan is effective [...] It is hard to say what will happen further, said the expert. - The main task of Azerbaijan is to activate its potential, Vlasov said in an article dedicated to Azerbaijan, published by Deutsche Welle.

The article is based on the analysis of the situation in Azerbaijan by the experts and analysts. According to Vlasov, the opportunities that the country [Azerbaijan] gained due to the collapse of the Soviet Union must be used. Azerbaijan is capable of much, he said.
"Azerbaijan is a young country in demographic sense, which has not yet decided in what way to go in the coming decade. It has great potential which will work if the money from oil will be invested in human capital," said Vlasov.

He said the unresolved situation around Nagorno-Karabakh today is "one of the most painful points" of the country.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. Armenian armed forces have occupied 20 percent of Azerbaijan since 1992, including the Nagorno-Karabakh region and seven surrounding districts.
Azerbaijan and Armenia signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group - Russia, France, and the U.S. - are currently holding the peace negotiations.
Armenia has not yet implemented the U.N. Security Council's four resolutions on the liberation of the Nagorno-Karabakh and the surrounding regions.
