The customs border between Kazakhstan and Russia will cease to exist July 1, 2010, Kazakh Prime Minister Karim Masimov said at the Expert-100-Kazakhstan annual economic forum Nov. 30
According to Masimov, goods transported from the Kazakh-Chinese and Russian-Polish borders should not pass customs inspections.
"This will be a new large market. We depend on each other. Kazakh companies have access to Russian markets and Russian companies have access to Kazakh markets. Competition is boosting and the manufacturer must make efforts to become competitive," Masimov said.
The customs border will disappear and customs policies will be unified between three countries, he added.
According to the legislation, national governments of the three countries favor creating a customs union to control all custom areas. No national government can control customs tariff matters. Supranational authority will implement these procedures, Masimov said
"The heads of Russia, Belarus and Kazakhstan must put in order their domestic legislation over six months after the national governments have signed the joint customs code. This will be a huge step which greatly affects business development within the three states," Masimov said
The heads of the three governments will meet in Almaty Dec. 18 to resolve the issue.
The prime ministers of the three countries will meet to discuss the next steps on this issue in Saint Petersburg Dec. 11. Based on preliminary data, the sides will establish a joint economic area like the EU, including tariff controls, competitive policies, and unified market policies.
