Draft Law on Voluntary Activity Developed in Azerbaijan

Azerbaijan, Baku, 9 April / Trend corr. I.Alizadeh / A draft law on Voluntary activity was developed in Azerbaijani Parliament. "The draft law is important for development of the civil community in Azerbaijan," MP Azai Guliyev, NGO National forum President and author of the draft law, stated during the joint meeting of standing Parliamentary commissions on Legal Right and State Building and Social Issues.

The draft law was developed by the initiative of NGO National forum and its international supporters.

"The current development rate of the civil community in Azerbaijan created a need to solve the problems faced by NGO's on the state level," Guliyev added.

According to him, at present, there are more than 250,000 volunteers engaged in different spheres in Azerbaijan. However, volunteer legal status and activity do not regulated by law. "We cannot sign any agreement with the volunteers, which means violation of the labour law. Organizations, which use labour of volunteers, may face sanctions due to the absence of agreement. Therefore, it is important to pass the draft law," he stated.

Project consists of 15 articles.

Bill on Voluntary activity has been adopted in more than 20 countries. The sum of premiums for voluntary activity in the United States comprises $250bln per year.

Project will be considered in the Parliament.
