Azerbaijan to announce tender for construction of semi-automatic stations for waste sorting

Tender for the definition of a contractor for the construction of semi-automatic stations for waste sorting in the territory of the household waste incineration plant of Balakhani LTD Llc. will be announced within two months, Tamiz Shahar JSC Board Chairman Zakir Ibrahimov said.

"The project's feasibility study is under development and tender to choose a contractor will be announced within two months," Ibrahimov said.

He said the Balakhani polygon has been operating since 60-ies and the level of accumulated waste there is about 60 million cubic meters. Old rubbish occupies much of the polygon with a total area of 120 hectares. "A small platform for the reception and disposal of garbage was created," he said. "After commissioning of waste sorting system, the volume of sorted household waste is expected to increase. Today, 20-30 percent of waste sent for recycling in Europe."

One of the components of the project implemented by World Bank and the Economic Development Ministry is to develop a strategy for disposal of household waste in Baku and surrounding areas, as well as to analyze the current legislation to make certain amendments.

"We operate under the existing legislation, and the necessary changes may be made within the framework of WB project if necessary, " Ibrahimov said.

Balakhani LTD Llc. will also construct a domestic waste sorting and transfer stations in Azerbaijan under the construction of household waste incineration plant.

This will help to sort waste, suitable for secondary production. The rest of the waste will be directed for producing energy.

Currently, the domestic waste at the Balakhani polygon is collected manually.

The household waste incineration plant is constructed on an area of 20 hectares not far from Balakhani polygon with a capacity of 500,000 tons of solid waste management per year. The plant is able to accept medical waste incineration in quantities up to 10,000 tons per year. The plant will use 231.5 million KW per hour of electricity per year for waste incineration. The plant will be commissioned in September 2012.

All technical issues concerning electric power transmission and issues related to tariffs will be discussed before putting the plant into operation.

The cost of the project is estimated at 346 million euro for 36 months.

Waste incinerators will have two lines each with a capacity of 250,000 tons and a power generation turbine. According to the project, the plant's power can be increased to 250,000 tons in the future. Precipitation ash may be used for the road construction.

So far, 80 percent of all household waste generated in Baku and Absheron was sent to Balakhani polugon for open dumping.

The French company CNIM is the contractor of the project. The plant will be built within three years plus two years - the period of identifying defects and the next 20 years - the term of the operation CNIM.

The founder of the Balakhani LTD Llc. is CNIM Azerbaijan LTD. The organization was registered Nov.3, 2009. The official groundbreaking ceremony for the new plant was held on the same day.

Fuad Musayev is the company's official representative. The company is registered with an authorized capital 1,000 manat. Members of the Supervisory Board were Berta André Augusta Julies and Dmitrieff Nicholas.
