Uzbek Counting Chamber gives report to Parliament

The Uzbek Counting Chamber gave a report for activity in 2009 at a meeting of the Legislative Chamber of Oliy Majlis (lower house of the parliament), the parliamentary press-service said.

According to the report, the Counting Chamber conducted an audit and assess the fulfillment of of the country's budget for 2008, examined the draft of the main financial document of the country in 2010, examined the measures taken in the real economy for the implementation of anti-crisis program for 2009-2012, controlled the effective use of budgetary funds both at the national and local levels.

In particular, an itemized analysis of the formation and execution of budget revenues in the sector and the territorial aspect was held.

Moreover, forming and targeted use of funds by political parties were checked. An analysis of foreign trade turnover was made. The issues how to optimize the import of goods, completeness and timeliness of export proceeds, and sale of foreign currency were studied.

The results of each test were widely discussed at joint meetings of the Chamber and the boards of the ministries and departments with the participation of senior officials of all departments. Following checks for committed financial irregularities, disciplinary penalties have been applied.

Discussing the report, MPs of the lower house of the parliament noted that the Chamber dealt with not only identification of financial irregularities, but the improvement of individual legal norms.

However, MPs recommended the Counting Chamber to pay attention on the need to solve systemic violations, strengthening the control and reveal deficiencies.

During the discussion, MPs also made proposals aimed at further improvement of the Chamber. Taking into account the views and wishes, the Legislative Chamber approved the report of the Accounting Chamber for 2009.

According to the Uzbek legislation, the Chamber is an independent supreme body of financial control. It is independent and objective in its assessments. It monitors and supervises the public target and effective execution of Uzbek state budget and extrabudgetary trust funds, state and movement of assets and liabilities of the state, reproduction, management and administration international reserves and external borrowings.

In its activity, the Chamber is accountable to the President and the Parliament of Uzbekistan
