13 district election commissions and 22 polling stations have been established at Azerbaijani prisons with regards to municipal elections, the public relations department of the Penal Service (PS) of the Ministry of Justice told Trend .
PS has prepared an action plan in connection with the upcoming municipal elections on Dec. 23. The number of voters who will participate in the elections has already been defined. The elections will be attended by nearly 15,500 people, including nearly 14,000 prisoners, 1,500 soldiers in active military service.
Information about the exact number of voters will be represented to the election commissions five days before the election. Prisoners will be provided with documents ensuring their identity. They will vote through the identity approved by the management of prisoners.
Necessary measures have been taken in prisons to ensure security of observers during the elections.
About 15,682 members are expected to be elected for 1,718 municipalities. About 32,000 candidates to the municipalities have been registered in Azerbaijan. Candidates from 18 political parties have been registered. Municipal elections were held twice in 1999 and 2004.
The CEC registered 1,138 local observers, including 135 members of political parties. 802 local observers were registered on their own initiative. Ten candidates have also registered as observers of municipal candidates.
