The Azerbaijani Travel Agencies Association has developed amendments to the law on tourist activity, association head Nahid Bagirov said.
"The bill has already been submitted to the Azerbaijani Culture and Tourism Ministry," he added.
Bagirov said clarifying the activities of tourism companies and tourism agencies operating in Azerbaijan is one of the proposed changes.
Bagirov noted that travel companies operating in country mainly act as a travel agent, although it would be appropriate to extend the range of their services.
"Amendments to the existing legislation propose increasing the qualification of the Azerbaijani tourism industry," Bagirov said.
A tour operator is an organization engaged in tours and providing a complex of services for tourists. Tours operator develop tourist routes, operate tours and services, prepare promotional and informational publications, define prices for tours and transfer tours to travel agents for their subsequent sale to tourists.
A travel agency is an intermediary organization engaged in selling formed tour operator tours. A travel agent sells tourism product to the buyer, or acts as an intermediary between the tourist and the tour operator for commission to operate tours.
Azerbaijan President Ilham Aliyev signed an order approving the State Tourism Development Program for 2010-2014 April 6. The program was approved to ensure tourism sector development and the transformation of tourism into a leading sector of the economy.
