Azerbaijani MP favors strengthening a struggle with violence with regard children.
Domestic violence is one of the serious problems in Azerbaijan, Chairman of the Republican Children's Organization, MP Gular Ahmadova said.
Members of the ruling Turkish Justice and Development Party and MPs Ashkin Asan and Alev Dedegil developed a special project, which stipulates tougher punishment for people perpetrating crimes against children. The MPs also suggested using medicines to suspend sexual function of perpetrators of sexual violence against minors.
According to the Turkish Criminal Code, perpetrators of lecherous acts against children are held criminally liable, or fined.
If proposals by female members of the Turkish Parliament are taken into account, such criminals would be given a choice after serving part of sentence. In accordance with these proposals, criminals either should agree to serve the remainder of the punishment term or to agree to a stoppage of sexual function.
According to Ahmadova, use of such punishment towards perpetrators of lecherous acts against children is problematic in Azerbaijan. "I cannot say to what extent the use of such punishment is human. However, I believe that there should be special laws to prevent such crimes, "Ahmadova said.
There are facts, when the offender is in the affective state, or the victim himself creates the ground for violence by his conduct. "For example, revealing clothing of young girls or their defiance could incite violent to debauchery," Ahmadova added.
Ahmadova is also against the demonstration of erotic scenes on television before nine o'clock in the evening.
"These scenes definitely have a negative effect on the psyche of young children. Presently, TV channels broadcast movies with erotic scenes daytime. Some people, in response to my claim, say that those who watch such movies should see their positive aspects and not repeat the negative behavior of the characters in the life. In response, I want to say that the consciousnesses of minors are not so developed and they cannot distinguish the bad from the good. For this reason and considering the practice of the United States and European countries, in our country, these films must also be broadcast at a certain time," Ahmadova added.
