No Conditions in Afghanistan to Attract Foreign Investments: Afghan Expert

Azerbaijan, Baku, 21 May /corr. Trend D.Khatinoglu / In addition to the security problems of Afghanistan, gaps in the economic legislation, incapability of the Government to give guarantee to the foreign companies and other factors hinders economic development of the Country. "There are more obstacles in Afghanistan to attract foreign investments than the security problems," the Chairman of Afghan Fund 'Ahmad Shah Masud', Abdulla Abdulla, reported to Trend .

The President of Afghanistan, Hamid Karzai, attended the international economic forum on 17 May in Egypt. The Press Secretary of Afghanistan's Foreign Ministry, Sultan Ahmed Behin, reported to Trend on 21 May that the key reason for Karzai's participation in Egypt forum was to attract Arab states to invest in Afghanistan.

"There is a need to seriously change the items on economy in the Constitution of Afghanistan and remove financial crisis of the Government. Otherwise, investments of the foreign countries is impossible," Afghan politician reported to Trend over telephone from Kabul on 21 May.

According to him, not only foreign countries, but also local investors have refused to invest in Afghanistan. "Several Arab companies tried to invest in the airport of Afghanistan, but they faced problems and gave up their intentions due to uncertainty of the economic laws," he said.

With regards to Arab states, the problems are even deeper there. Arabians still consider Afghanistan as a 'country of terror', even after the defeat of the Taliban government. On the other hand, several Arab people consider Afghanistan as an occupant country, colony of the USA. Such an attitude restrains the Arab states from actively participating in the economic development of Afghanistan, although the USA attacked Taliban and Al Qaida, but not Afghanistan, and Afghan people did not and will never support Taliban, Afghan politician said.

According to Abdulla, up till now, the foreign companies have invested in Afghanistan in a very limited manner. "The Arabians, who observe corruption in the governmental agencies of Afghanistan, gave up their intentions rapidly. I think that firstly the Afghan government should create certain favorable conditions for investments, and later, call upon the foreign companies to attend economic projects," Abdulla said.
