Turkmen President points to deficiencies at facilities in country’s eastern region

President of Turkmenistan Gurbanguly Berdimuhamedov paid special attention to the conditions at the facilities being built in Mary province (east of the country) as part of the plans to transform the social conditions and form a modern infrastructure, the Turkmen government said on Tuesday. In this regard Ashgabat hosted a working meeting.

'The head of state noted that of the planned construction and renovation in 2008-2012, for 182 social and cultural facilities, construction work at only some of them has been so far been completed', a statement.

Work at 123 facilities still continues despite the fact that the timing of their commissioning expired long ago and at 13 facilities work has not yet begun.

Construction of engineering services also continues at slow pace. The plan for this indicator is executed by 46 per cent. Despite the end of the deadline, construction work is on-going at 19 per cent of all facilities. The laying of 35 per cent of the engineering networks has not started, the Turkmen leader noted.

During the audit it was also revealed that the province during the reporting period built only 30 per cent of the required roads, 30 per cent of the power lines, 34 per cent of the water supply systems and 78 per cent of the pipeline, Berdimuhamedov said.

The head of state noted that in 2012, construction of 24 plants was planned in the province. Today only 11 enterprises are being built and in the remaining 13, work has not even begun.

Among the main reasons for the low level of the programme's implementation to transform the villages and the main directions of development of the industrial sector of Mary province, the president described it down to an extremely slow pace of work on preparation of project documentation whose approval with the relevant government agencies and canvassing opinions takes almost 20 months.

Particular attention was paid to personnel matters such as the shortage of highly qualified architects, engineers and builders.

All of the identified deficiencies are the result of poor implementation by individual heads of their duties and inadequate organisation, the president of Turkmenistan said.

'In this regard the President instructed experts to analyse the situation, draw the necessary conclusions and take all steps to remedy the deficiencies as soon as possible at high quality level to fulfil the planned work', a statement said.
