Azerbaijani President Ilham Aliyev visit Germany on 22-23 September to particulate in an international forum Bertelsmann. The President had a meeting with the Georgian Speaker Nino Burjanadze and former US Secretary of State Henry Kissinger.
In his address the Azerbaijani leader underlined that at present the South Caucasus plays an important role for Europe. The delivery of the Caspian energy resources to the European markets assumes special importance. Azerbaijan has become a big oil producing country, whereas the energy security is a matter of time for Europe. In this case Azerbaijan is ready to play a role of reliable partner in ensuring the energy security of Europe, he added.
On September 21, Azerbaijan`s President Ilham Aliyev has visited the office of Executive Power of Baku City where he has got acquainted with the model of the new lighting system to be installed in the central avenues and parks of the capital, Trend reports.
Head of the Executive Power of the capital Hajibala Abutalibov told that first the system of classical lighting will be installed in the streets, avenues, parks where the historic-architectural monuments are located, including the Nizami Square. The works in this direction has already been launched state-of-the-art lighting units are delivered from Saint Petersburg. At present, the installation works have already been completed before the Presidential Palace, in Niyazi Street, and very soon will be completed in Istiglaliyat and Aziz Aliyev Streets. The works on the installation of new lighting units in the capital are expected to be completed at the end of 2007.
Having got acquainted with the model of the new lighting system in the city, the Head of the Azerbaijani State underlined the necessity of the addition of national ornaments to it. He said that the implementation of the works is at the high level, and gave some other commissions how to accomplish the city better to the City`s Administration.
President of Azerbaijan Ilham Aliyev on 21 September at Presidential Palace received Ambassador David A. Gross, the U.S. Coordinator for International Communications and Information Policy.
Head of the Azerbaijan State underlined successful development of the Azerbaijani-USA bilateral relations. Noting that mutual visits of the delegations of two countries serve expansion of these relations, President of Azerbaijan also stressed importance of Mr. David Gross's visit from the point of view of expansion of the mentioned ties and in communications and information field.

On 21 September Azerbaijani President Ilham Aliyev visited the territory of Tezepir Mosque to acquaint himself with the process of its reconstruction, Trend reports. The Chairman of the Caucasus Muslims Board, Sheik-ul-Islam Haji Allahshukur Pashazade updated the Head of State on the progress of the construction of the Mosque.
The project for the reconstruction and repair of the Mosque was launched in July with the support from the Azerbaijani President. It is also planned to build a new administration building in the Tezepir Mosque area for the Caucasus Muslims Board. The building was designed in an Eastern architecture style and meets the current standards. The building will accommodate a conference hall, library, archive and museum. The Baku Islamic University will also be housed in this building.
On September 20, in the Presidential Palace, Azerbaijan`s President Ilham Aliyev has accepted William Ward, Deputy US Army European Commander-in-Chief , the press-service of the Presidential Administration told Trend today.
The Head of the Azerbaijani State pointed out that the relations between Azerbaijan and US in different spheres are successfully developed, and expressed his confidence that these relations will be developed in the future even more intensively.

On September 18, the President of Azerbaijan Ilham Aliyev held a meeting with the Leader of the Turkish Republic of North Cyprus, Ali Talat. The meeting was held in Sungate Port Royal Hotel where the 10th Congress of Turk-speaking Countries is being held, Trend reports with reference to a Turkish media.
The meeting was conducted behind closed doors. No statement was made as a result of the meeting.

Azerbaijan`s President Ilham Aliyev has issued an edict to immortalize the memory of prominent oilman Garash Ibrahim oghli Amirov. Armenian-Azerbaijani Conflict
An Azerbaijani soldier, Vusal Seyidaliyev, a resident of the Khachmaz District, died as a result of an armistice breach in the Armenian-Azerbaijani frontline on 21 September.
The ceasefire was broken in the area of Yusifjanly Village in the Agdam District.
In the interests of peace, stability and security in the region, which may allow pushing ahead the negotiations, Azerbaijan is ready for each format of negotiations regarding settlement of Nagorno-Karabakh conflict, Chief of the Press and Information Policy Department of the Azerbaijani Foreign Ministry Tahir Tagizade told Trend.
The Russian co-chair of the OSCE Minsk Group Y.Merzlyakov announced that the meeting of Azerbaijani and Armenian foreign ministers in New York will not happen. There have been planned separate meetings of co-chairs with Azerbaijani and Armenian foreign ministers Elmar Mammadyarov and Vardan Oskanyan. According to the Russian co-chair, the meetings with foreign ministers are scheduled for September 25. They want to resume the direct contacts between the conflict sides to renew the negotiation process.
Touching up on the statement of the Russian co-chair regarding the issue that including Nagorno-Karabakh conflict in the agenda of the U.S. Assembly General is counter-productive, Tagizade emphasized that is not the position of all co-chairs, but concrete opinion of Russian side.
The representatives of GUAM countries (Georgia, Ukraine, Azerbaijan and Moldavia) presented to the voting of the Assembly General the issue of including a new clause in the agenda of the 61st session of the U.N. Assembly General. In result, 16 countries, including Estonia, Latvia, Lithuania, Turkey, Great Britain and USA, supported to include the issue in the agenda. At the same time, 15 countries, including Russia, Algeria, Armenia, Greece, Indonesia and South Africa, voted against this. 65 states abstained from voting, and 96 countries were absent in the voting.
Andzey Kasprzyk, the personal representative of the OSCE Active Chairman, will arrive in Baku on October 3, Kasprzyk exclusively told Trend.

The foreign ministry of Azerbaijan will verify the information about the visit of the representatives of Iranian Republic to Nagorno-Karabakh, the Head of the Press and Information Policy Department of the Ministry Tahir Tagizade told Trend.
Tagizade stressed that it is not for the first time that Armenian mass media disseminate information not corresponding with reality. According to the information of Azerbaijani side, no official person, including Armenia, has visited Nagorno-Karabakh. I think that no-one is going to take such a step, but it needs to verify it, and the official position of Baku will be asserted depending on from what it is confirmed, Tagizade emphasized.
According to the information of APKA news agency, the Iranian delegation visited Nagorno-Karabakh where a forum was held in Khankendi with the participation of businessmen and industrialists. During the forum, discussions were held on the import of fuel and relevant equipments from Iran. In addition, it was decided to organize the exhibition of Iranian commodities in Nagorno-Karabakh in the future.
The statement of Armenian President Robert Kocharyan once more demonstrates the fact that Armenia is not about to settle the Nagorno-Karabakh conflict peacefully, but just seeks the possibility to fix the fact on the occupation of the Azerbaijani territories, MP Asim Mollazadeh, Chairman of Azerbaijan`s Democratic Reforms Party told Trend commenting the statement of the Armenian President.

The Institute of Human Rights has publicized facts on massacre of Jews in Azerbaijan in 1918-1919 by the Armenian gang formations, Rovshan Mustafayev, the Director of the Institute told Trend in an exclusive interview.

Foreign Policy
Xui Gia Lu, Vice-Speaker of the Permanent Committee of the All-Chinese National People`s Congress is expected to pay a visit to Azerbaijan in October 2006, Sun Weydun, Counsellor of the Chinese Embassy to Azerbaijan told Trend today.
Within the forthcoming visit, discussions concerning the perspectives of co-operation between the parliaments of the two countries will be discussed. The Chinese diplomat stated that the itinerary and agenda of the negotiations will be decided upon prior to the visit.
The official visit of the President of Romania Trayan Basesku to Azerbaijan will take place on October 11-12, Azerbaijani Ambassador to Romania Eldar Hasanov told Trend on September 20.
The Romanian Head visits Baku with the invitation of the Azerbaijani President Ilham Aliyev. According to the diplomat, the preparation works for the visit are completed.
In addition, Hasanov emphasized that two days prior to the visit of Romanian President to Azerbaijan, a meeting of Romanian-Azerbaijani Intergovernmental Economic Commission will be held in Baku.
The visit of co-reporters of the Monitoring Committee of PACE Andreas Herkel and Toni Lloyd to Azerbaijan remains in effect, the Co-reporter of PACE Andreas Herkel told Trend.
Co-reporters will stay in Baku from 30 October to 3 November. During the visit, meetings will be held with the representatives of the Azerbaijani government, civil society, as well as journalists. It is planned to hold a meeting between the Foreign Ministers of Organization for Democracy and Economic Development - GUAM member-countries and representatives of official Washington in New York, Trend reports with reference to the Azerbaijani Foreign Ministry.
The meeting will cover the co-operation of sides in realizing the projects of the framework program of GUAM-USA in the spheres of trade and transport, as well as relations of law-enforcement bodies in fight with terrorism and organized criminality. The consultations with the USA will be held along with the meeting of the Foreign Ministers of GUAM countries (Georgia, Ukraine, Azerbaijan and Moldova) scheduled for 25 September. The Foreign Minister of Azerbaijan Elmar Mammadyarov is expected to attend the meetings. He will stay in New York from 25 to 26 September.
Azerbaijan has been a great support to Turk-Cypriots, and this support continues. This Country was the first state after Turkey to give permission to launch the direct air flights with Lefkosha, and this support continues despite pressure from the EU. Foreign Minister of Azerbaijan Elmar Mammadyarov on 21 September met the delegation led by General William E. Ward, Deputy Commander, US European Command (USEUCOM).
Minister Mammadyarov appraised existent level of cooperation between Azerbaijan and the United States in defense field, stressing necessity of intensification of efforts in this direction.
Speaking of the bilateral relations in the frame of policy of integration to the Euro-Atlantic structures, the Minister, on the other hand, stressed necessity of complete elimination of the Freedom Support Act's 907 Section, to further develop cooperation.
General William E. Ward expressed satisfaction with Azerbaijan's Euro-Atlantic policy, estimating the country's quick development and future plans as example.
W. Ward said he had got detailed information about great prospects of Azerbaijan in the meeting with President Ilham Aliyev.
The Committee on Foreign Affairs of the Lithuanian Seym [parliament] confirmed the candidacy of Kestutis Kudzmanas to the post of Extraordinary and Plenipotentiary Ambassador to Azerbaijan, Trend reports citing the Baltic News Service.
Halina Kobeckaite, Adviser to the Lithuanian President, was proposed to take over this post. Unofficial sources, however, suggest that he may take up the post of Head of the Lithuanian Embassy in Turkey, where he has previously worked for several years.
Political Life
On 18 September the Executive Secretary of the ruling New Azerbaijan Party (NAP), Ali Ahmadov met with the Director of the U.S. National Democracy Institute (NDI) on Azerbaijan, Emmy Schoultz, Trend reports.
Noting the role of the ruling party in the Republic and the political situation in the Country, the NDI Director voiced her organization's intention to expand its co-operation with the NAP. In turn Ahmadov stressed the importance of co-operation with international organizations, including NDД°, from the aspect of gaining more experience.
The candidacy of Musavat party`s Majlis (Assembly) member Mammad Zeynalov has been nominated for the post of the Head of the Legal Policy Commission of Musavat party, Gabil Hesseynli, Deputy Chairman of Musavat opposition party told Trend.
Notably, starting from September 15 to September 25, 2006, the candidacies nominating for the posts of the Chairman of the Majlis of the Party, the Chairman of the secretariat, and two places in Divan (Presidium) of the Party is being carried out.
According to the last information, MP Nasib Nasibli has nominated his candidacy for the posi of the Chairman of the Majlis of the Party.
Mr. Husseynli pointed out that the candidates nominating process has only begun. There will many candidates for the vacant seats. Up to date, only the candidacies of Nasib Nasibli and Mammad Zeynalov have been registered for the above-mentioned vacant seats. Candidates for the other seats have not been registered yet, he told.
Mr. Husseynli pointed out that he has no information concerning the re-nomination of the first Deputy Chairman Vurghun Eyub and Deputy Chairman Sulhaddin Akbar for the post of the Party`s Majlis. Mr. Akbar told the press that he is about to nominate his candidacy again. But still no news from Mr. Eyub, he told.
Baku City Executive Power didn't permit Musavat Party to hold rally-march scheduled for 23 September 2006, Trend reports with reference to the Baku Executive Power.
Musavat Party had planned to hold rally-march on September 23 from 16:00 to 19:00 from metro station 20 January to the square in front of the building the State Film Fund (former Galaba cinema). On September 21, a response was given to the appeal forwarded to Baku City Executive Power. It is stated in the response that the President of Azerbaijan Ilham Aliyev has issued an order directed towards the economic development of the country, increase of salaries, reduction of poverty and opening of new workplaces. In addition, the state head carries our works in international arena and within the country to release occupied Azerbaijani territories. Moreover, measures are taken on the governmental level against the corruption. If there are any illegal cases that may be reasons for your protest, it is recommended to appeal to these bodies, said in the response letter of Baku City Executive Power, emphasizing that conducting rally-march is inexpediency.
Musavat Party intends to hold rally-march in Baku with slogan of protest against corruption, poverty and unemployment in the country, non-settlement of Nagorno-Karabakh conflict, violation of human rights and main freedoms, as well as with a requirement to resolve these problems.

It is stated in the response that according to the order of the President of Azerbaijan Ilham Aliyev, a Department for Fight with Corruption has been created under the Prosecutor General's Office of Azerbaijan. This Department follows the corruption cases in the country and takes measures in government level. If there are any illegal cases that may be reasons for your protest, it is recommended to appeal to these bodies, said in the response letter of Baku City Executive Power, emphasizing that conducting rally-march is inexpediency.
Oppositional Party Muasir Musavat that was created as alternative of Musavat Party planned a rally march under slogan of protest against corruption, as well as with requirement to resolve this problem.
The International Democratic Union (IDU), which also includes the Azerbaijan National Independence Party (ANIP) will hold a meeting in Sydney on 6-7 October 2006, Trend reports.
Fuad Mukhtarov, the Secretary-General of the ANIP, will participate in the gathering to be presided by the Australian Prime Minister as well as the President of the IDU, John Howard.
Etibar Mammadov, the Chairman of the Party wil not participate in this executive meeting, but he will join the summit of the IDU leaders. Mammadov is the Deputy Chairman of the IDU.
Founded in 1992 the opposition party ANIP is the first political party which has been officially registered.
The Baku City Executive Power has replied on the appeal of the Party of Sublime Creation concerning its request on providing the organization with a premise to hold its congress, the Party told Trend today.
It should be mentioned that the Congress of the Party of Sublime Creation is expected to be held on September 30, 2006. In the appeal addressed to the executive Power of Baku City, the Party requested to allot the Shakhriyar Culture Palace or the Culture Centre named after Adil Iskandarov to the Party to hold its congress.
The Baku City Executive Power gave its consent on the holding of the Party`s Congress in the Adil Iskandarov Culture Centre. In the reply letter to the Party, it is told that from 11 a .m. to 6 p. m. on September 30, the organization may hold its congress in this culture centre.
Notably, the opposition party of Sublime Creation was established in 2003. MP Fazil Gazanfaroghli is the Chairman of the Party.
State building
From 15 to 16 September, the first meeting of experts of Special Service and Law-Enforcement Bodies of GUAM countries for Fight with Terrorism was held in Baku, Trend reports with reference to the public relations department of Azerbaijan National Security Ministry.
The event was held through organizational support of the Ministry and Euro-Atlantic Advisory Group in accordance with the annual plan of the Working Group of GUAM for Fight with Terrorism, Dissemination of Drugs and other dangerous types of organized criminality.
The event brougght together the representatives of the special service and law-enforcement bodies of Ukraine, Azerbaijan, Grogia and Moldova, members of the Euro-Atlantic Advisory Group and the employees of the U.S. Embassy in Azerbaijan.
Colonel General Ramil Usubov, the Azerbaijani Interior Minister, plans to visit Astana, capital of Kazakhstan, on 29 September 2006.
The Azerbaijani Interior Minister will participate in the meeting of the CIS Council of Interior Ministers.
During the meeting which will end on 30 September, the heads of law-enforcement bodies will consider the mutual combating of terror, production of illegal weapons and chemical substances. The agenda of the gathering includes issues on co-ordination of some draft interstate documents.
On September 19, Azerbaijan`s Defense Minister Gen.-Colonel Safar Abiyev has accepted the delegation headed by Vice-Admiral Deniz Kutlug, Deputy Director of NATO International Headquarters, Chief of NATO Cooperation and Regional Security Department, the press-service of the defense Office told Trend today.
The Azerbaijani Defense Minister brought to the notice of the guest that Azerbaijan has cooperated with NATO since 1994 within the NATO Program Partnership for peace, and within the NATO Individual Partnership Activity Plan since May 2004.
In his turn, Vice-Admiral Kutlug pointed out that the Azerbaijani officers have successfully acted in NATO Headquarters, and fulfilled the duties put before them well.

The autumn's session of the Milli Majlis (Azerbaijan`s Parliament) will not begin on September 30.
According to the regulations of the Milli Majlis, the autumn`s session is to begin on September 30 and lasts till December 30.
On May 12, 2006, alterations in accordance with the first paragraph of the first part of article 88 of the Constitution of Azerbaijan Republic, which says that the Higher Legislative Body of the country is to gather to the session two times a year in spring and autumn, were moved to the regulations of the Milli Majlis. The spring`s session starts on February 1 and lasts till May 31, and the autumn`s session begins on September 30 and completes on December 30. If February 1 and September 30 fall at the week-end or holiday, then the sessions will begin their work in the first week-day after the week-end or holiday.
The autumn session will begin its work later that the fixed time because of the repair works are being carried out at the building of the Parliament of the country.
