ASTANA, Kazakhstan, December 3. Kazakhstan and Spain launch major polyethylene production initiative with focus on local growth, Trend reports

A memorandum of understanding has been signed within the framework of a strategic project for polyethylene production with a capacity of 1.25 million tons per year between Sillenno and the Spanish company Tecnicas Reunidas.

The project will be located in a special economic zone in the Atyrau region, marking an important step in the development of Kazakhstan's petrochemical industry.

It is important to note that Tecnicas Reunidas has expressed its readiness to open an office in Kazakhstan as the main regional hub for the CIS, as well as to develop local expertise by hiring domestic specialists.

Special attention will be paid to the priority hiring of local personnel, both for contractors and subcontractors. The goal is to achieve 95 percent local workforce participation in construction works within the project.

A key element of the memorandum is the commitment to prioritize local producers of goods and services.

On September 18, 2024, Sillenno and Tecnicas Reunidas signed a contract for the construction of a pyrolysis unit, one of the key installations of the gas-chemical complex.

Leading international company Tecnicas Reunidas specializes in construction and project management. It provides a full range of engineering services, including feasibility studies, design, procurement, and turnkey construction of industrial facilities in the oil and gas, petrochemical, and other industries.

Silleno is the operator of the Polyethylene Project, whose participants are KazMunayGas (29.9 percent), SIBUR (30 percent), Sinopec (30 percent), and KMG PetroChem (10.1 percent). Implementation period 2022-2027. The project involves the use of steam cracking units (pyrolysis), ethylene polymerization units, and one auxiliary licensed ethylene dimerization unit.
