A bill to legalize illegal constructions presented to the Parliament of Azerbaijan involves the creation of special commissions, which will carry out this process.
It was said in an article in Əmlak Bazarı magazine, published by the Property Market Participants organization on Thursday.
These commissions will deal with the definition of residential buildings and land to be legalized, collecting and preparing the necessary documents, as well as coordination among relevant agencies.
"A central commission for legalization will be created to coordinate the activities of local commissions, the complaint regarding their decisions," said in the draft law.
The composition and procedure of the local and central commissions are determined by the relevant executive authority.
The complaints received by the central commission for legalization will be reviewed within 20 days in accordance with the bill. Requests made by local committees in the various state and municipal authorities, must be answered within two days, the requests received by the Commission - within five days.
"The Commission shall decide on the recognition of the rights to the unformed house or land, and the legalization, or refuse it within one month from the date of application. If there is a need for further investigation, this period may be extended for another month. At the same time the subject of legalization should be informed in writing order," said in the bill.
Subject shouldn't make any payments in addition to state fees, which will be determined by law, in the process of legalization.
The law will cover homes built before the March 1, 2011, and the land on which they are located, as well as areas in which construction of residential houses has been started but not completed up to this period.
