Azerbaijani Population to Obtain Private ID Numbers from 2008

Azerbaijan, Baku, 22 April / Trend corr. K.Zarbaliyeva / The private identification numbers will be given to the Azerbaijani people from 2008 onwards.

Mehdi Najafov, Deputy Chief of the State Service on Registration of Population at the Justice Ministry, stated in his exclusive interview to Trend that the identification numbers will help in identifying people.

Private identification number (ID), which will be issued by the State Service on Registration of Population, will be placed in the information resources on population at the Tax, Health, Social Protection Ministries and other state structures.

Private ID is a unique code, which is issued to a single person, who has placed information about himself in the State Register.

According to Najafov, measures have been taken to create State information resources, which reflects information about citizens of Azerbaijan, as well as foreigners, who permanently live in Azerbaijan but do not have Azerbaijani citizenship. He added that creation of such information resources about population is very much necessary in order to get true information about the people.

"Creation of such information basis will help to hold other socio-political measures, reliability of information in election process and check of voter lists. The one window principle will be used in this sphere. The information resources will include the information about Azerbaijani citizens and persons who do not have Azerbaijani citizenship, as well as the foreigners living in the country. Everyone will be given a private ID," Najafov said.

The Interior Ministry information based on place of residence and data of information system of automated registration of Acts on state of citizens, which is being formed, will provide the information basis to the State Service on Registration of Population information.

State Register is required to collect information about residence and composition of population, direction of migration, demography, as well as many other issues. The program would be renewed regularly to provide state bodies and local departments with logical data about individuals.

According to Najafov, the data of State Register will include information about all the people. If a citizen will change his surname, place of residence, family status and other information, it will be reflected in the data. The data in state register will be kept permanently and shall never be deleted. He added that any person will have access to the information about himself after the project gets approved in Azerbaijan.

According to Najafov, maintaining valid information about documents is very critical. "State Register of Invalid Documents has been established, but our Service is also dealing with this problem. Invalid identification cards, driving license, foreign passports, and certificates will be included in the unified data base," Najafov said.

According to agreement signed between UN Development Program and Azerbaijani government, the project on creation and development of State Register of Population is being carried out. The first stage of the project, launched in 2006, has already ended. The second stage will be launched soon.

Najafov said that the statements on civil status adopted after 20s and 30s of 20th century are being prepared and electronic version of paper archive is being developed to create data base for State Population Register. "The archive includes more than 20mln documents remaining from 20s and 30s of the last century. Over 1mln documents have been included in the electronic data base up till now. The electronic version of 5mln documents are expected to be developed in 2008. We plan to include all documents inthe electronic data base in three to four years," he said.

The electronic version of civil status statements and information resources are scheduled to be created within the first and second stage.

According to Najafov, the registration of population provides opportunities to control migration of population and to register newly-born in a right way.

The creation of this date base will enable to introduce unified address classification. "The address classification will be effective in including people in voters' lists during the elections. Every city and street will have unique classification," he said.

According to Najafov, obtaining, handling over and work with the data base of the state register is of limited use. The government is responsible for keeping this data base. "Relevant measures are being taken for joining European Convention on Protection of Human Rights in order to use this date base in automated order. "We are employing up-to-date ways of protection of this database from the hackers," he said.

The 2004 presidential decree approved the establishment of State Register of Population.

The bill on State Registration of Population of Republic of Azerbaijan was passed in 2006.
