"Instead of fulfilling its international obligations, Russia reinforces its military presence on the Georgian occupied territories," the Georgian Foreign Ministry reported. Russia signed a treaty with de facto Abkhazia Feb. 17 to establish a joint military base in Gudauta. The treaty will last 49 years with a possible 15-year extension.

Russia is trying to impose its "New European Security" concept on the international community by taking such actions, the ministry said in a statement.

The signing of the agreement between Russia and Tskhinvali is a violation of universally recognized norms and principles of international law, the ministry added. It is yet another manifestation of a deliberate policy to occupy and annex integral parts of Georgia.

The FM stressed that Russia is deliberately ignoring its commitments in the ceasefire agreement, as well as the fundamental principles of the Treaty on Conventional Armed Forces in Europe.

"From the point of view of international law, any agreement signed between the occupier country and self-created puppet regimes has no legal effect and is null and void," the ministry wrote.

The Foreign Ministry expresses strong protest over Russia's move and urges the international community to provide a due assessment of these unlawful actions, according to the statement.
